Client: States of Jersey

While at EDAW, Guy Briggs led the preparation of a Strategy for the Development and Regeneration of St Helier, the capital of the States of Jersey, in the English Channel. The aim of the strategy was “To create a vibrant, compact and characterful town that is worthy of its role as Jersey’s capital and principal settlement, with an economically sustainable future and which offers the highest quality of life for its communities.”

As the island’s principal retail centre, the consolidation of the town’s retail function was at the heart of the strategy; complemented by strategies for strengthening connectivity and defining the public realm, ensuring effective access and parking, and capitalising on the town’s heritage assets. The strategy identified a number of character areas across the town, each with different opportunities for development and change, and with a different role to play in the town’s regeneration.

The strategy included guidance on its delivery and implementation, including implications for policy, recognition of different agencies and definition of their particular roles, identification of key projects, and an indication of the overall strategy viability.
